The "corrupt relationship" between Deborah Glass of the IPCC and the Metropolitan Police Service


This issue relates, in part, to allegations of child sexual offences.

At the time that I wrote to Chris Blairs of the Home Office, 30th January 2014, I was unaware of  what I refer to as the "corrupt relationship" between Deborah Glass and the Metropolitan Police Service.

On 30th January 2014 I was unaware that the Metropolitan Police Service was investigating allegations that Ms Glass (and other IPCC staff) had perverted the course of justice relating to child sexual offences.

I use the term "corrupt relationshiip" to refer to the fact that the Metropolitan Police Service was investigating criminal allegations relating to Ms. Glass at the same time as Ms. Glass was investigating the Metropolitan Police Service (or officers in it) for misconduct and/or criminal actions.

The potential for corruption is, I suggest, obvious.

It is highly improper, in my view, for Ms. Glass to be investigating alleged criminal conduct and/or misconduct in the Metropolitan Police Service at the same time as the Metropolitan Police Service is investigating criminal allegations against Ms. Glass.

At the time that I wrote to Mr. Blairs I was aware of serious concerns regarding perceived unlawful actions by Ms. Glass with respect to the following high profile cases:

  • Hillsborough Disaster (specifically, in this context, allegations regarding Metropolitan Police Commissioner Sir Bernard Hogan-Howe who on 15th April 1989 was an Inspector with South Yorkshire Police)
  • Plebgate and "SuttonColdfieldGate"
  • The suspicious death of Dr. David Kelly (specifically that Deputy Assistant Commissioner Helen Ball, formerly of Thames Valley Police, had perverted the course of justice and/or had committed the common law offence of misconduct in public office)
The actions and/or failures to act of Ms. Glass had the effect of blocking investigation of alleged serious misconduct and or criminal actions by a number of Police officers, including those named above.

Once I became aware, in May 2014, that the Metropolitan Police Service had been investigating criminal allegations regarding Ms. Glass her reluctance to act lawfully with regard to the matters listed earlier I took very seriously the possibility that the "corrupt relationship" had, in fact, perverted the course of justice.

At the heart of the "corrupt relationship" was Commander Allan Gibson who was, at the time, head of Professional Standards in the Metropolitan Police Service.

Commander Gibson refused to have an independent Police force look at the criminal allegations of Ms. Glass perverting the course of justice.

On 26th November 2013 the "corrupt relationship" came to an end.

On 26th November 2013 Ms. Glass threw a few lowly ranked Metropolitan Police officers to the wolves in relation to Plebgate.

At the same time the Metropolitan Police Service decided not to take further action against Ms. Glass with respect to the allegations of perverting the course of justice.

A convenient, and in my view corrupt, outcome.

Worse, the Director of Prosections, Alison Saunders and a colleague Malcom McHaffie have concealed from the public the existence of the "corrupt relationship" between Ms. Glass and the Metropolitan Police Service.

In my view Operation Alice, the investigation into the Downing Street aspect of Plebgate is fatally tainted and should be re-opened.

Further, the IPCC provided Ms. Glass with public funds which, I understand, were used by solicitors to threaten national newspapers with defamation suits, to obtain an injunction or both.

In effect public funds were used to conceal the "corrupt relationship" between Ms. Glass and the Metropolitan Police Service.

There seems to be no end to the lengths that the IPCC and the Metropolitan Police Service will go to in order to conceal Police corruption when it involves high ranking Police officers.
